This research aims to develop a picture story book entitled "The Story of Habib and Bilal: The Victory of Si Rajo Bujang" as a learning medium to introduce the local culture of Kuantan Singingi to early childhood at Kindergarten. The type of research used is research and development with a 4-D model which includes four stages, namely define, design, develop, and disseminate. The research subjects consisted of expert validators (materials, language, and design), teachers, and group B children aged 5–6 years. The results showed that the storybook "Pacu Jalan" obtained an average validation of 92% with a very valid category, covering aspects of material, language, and design. The results of the practicality test conducted on teachers showed an average score of 91% with the category of very practical. Based on the results of the limited trial, the children showed high enthusiasm, were able to recognize elements of local culture, and understood the values contained in the story such as cooperation, sportsmanship, and love for regional culture. Thus, the storybook "Pacu Jalan" is suitable to be used as an interesting, educational, and effective learning medium in introducing the local culture of Kuantan Singingi in early childhood.
